Persistent funding shortfalls are undermining infrastructure, teaching resources and the capacity of education systems to cope with growing demand. For BIID, the challenge lies in developing projects that are sufficiently well-structured to channel resources towards the facilities, services, tools and capacities that provide sustainable support for human capital.
