Identity, status and remit

The International Bureau for Investment and Development (BIID) is one of the operational bodies of the World Development Association (WDA), dedicated to structuring investments and mobilising resources for development. It translates the priorities set by the AMD and its partners into structured, viable projects capable of meeting the requirements of funding providers, by combining technical expertise, financial engineering and institutional cooperation.

Working meeting around a long table

This initiative enables the BIID to enhance the credibility of projects and facilitate their access to national and international investment channels.

Its remit covers all the functions that determine the quality and attractiveness of a project: analysis and assessment of initiatives, technical, financial and institutional structuring, improvement of bankability, mobilising financial and technical partners, supporting co-financing, mixed financing and public-private partnership arrangements, as well as monitoring commitments and results. This involvement enables the BIID to strengthen the credibility of projects and facilitate their access to national and international investment channels.

Acting as an interface between project promoters, public authorities, businesses, investors, donors and financial institutions, BIID brings together development needs, investment requirements and financing capacities. It does not act as a substitute for funding organisations: rather, it establishes the framework within which projects can be assessed, presented, negotiated and supported with greater rigour, transparency and compliance with international standards of governance, performance and impact.
